The Spanish Press has informed that the Community of Madrid has elavorated a project that wants to aprove next August 24th, 1999. Through it it is legislated how the citizens of this Community can own a dog. It also says the conditions that have to regulate the dogs life in urban areas and even the limitations of their circulation in public places. Between these measures applicables to all breeds (and also to cats), we can emphasize the following:
Out of elevators: it will be optional to allow dogs in elevators. The Neighborhood Community will decide wheather the dogs can use the Community's
Prohibition of extensible leashes (flexis): in the urban streets, dogs will have to go with a resistant leash, and never with an extensible leash (Flexis). These resistant leash has to have the apropiate lenght to be able to control the
Prohibition in kid's playgrounds and in fountains: this law forbits the entrance to any dog in kid's playgrounds and in parks. It also prohibits them to drink of the public fountains.
No more than 5 dogs: the maximum number of pets allowed is 5 per person.
Civil responsability insurance policy: obligatory for an amount of 140.000 US $ for all dogs of any breed that weight more than 25 kg (55lb.). Or independently
of it's weight, for any specimen of the 47 breeds icluded in the list of Defence and Guard dogs. All dogs included in this list, in public places must wear muzzle and must be always tight with leashes.

A few months ago a list came out with 13 breeds that considered agressive and dangerous. This list has been amplifyed up to 47 breeds, and, eventhough it's
"title" has been changed for the public, the concept that everyone has is of "assessins and dangerous dogs".
The list of these 47 breeds is:
Pit-Bull, Dobermann, Presa Canario , Rottweiler, Dogo of Bordeaux, Bullmastiff, Napolitan Mastiff, Stafforshire Terrier, American Stafforshire, Tosa Inu, Fila, Dogo of Argentina, Spanish Mastiff, Pastor Vasco, Pastor Mallorquin, Pastor Catalan, Bouvier of Flandes, Siberian Huky, Chow Chow, German Shepherd, Great Dane, Alaskan Malamute, Presa Mallorquin, Tibetan Mastiff, Airedale Terrier, Akita Inu, Bernese Mountain Dog, Spanish Alano, Samoyed, Giant Schnauzer, Komondor, Majorero, Mastiff, Pastor de Beauce, Boxer, Saint Bernard, Cane Corso, Bull Terrier, Great Pyrenees, Pastor Bergamasco, Briard, Caucasian Shepherd, Maremmano Shepherd, Belgian Shepherd and Black Russian Terrier.

Our Club, CEPN, Spanish Club for Northern Dogs & Akita Inu, has established a meeting with the authorities developing such document, and we would like to ask the Malamute and Northern Clubs from all around the world, breeders, judges, vets, and everybody concerbed by those breeds to help us.

Please, would you send a letter to our Club, indicating your name, position, etc, where you can make your considerations about the clasification of those breds as "ward and defense dogs" ?

Please, help us in this , as we already have a big numbers of abandoned dogs from our breeds, and we are sure that it will increase a lot the problem.

Just let us know if you believe that those dogs have to be considered as "defense dogs" or not and why.

I would like to ask also, if you can pass this post to your Bred Clubs, as it will be very important to us also to receive oficial support from the Clubs.
